I can't find the article either Diane. If you do, can you let us know how to find it?

I am shocked that someone would leave the scene after hitting someone with their vehicle! Oh yeah, that's right... We don't punish people for doing that in the state of Pennsylvania!

Keep on running! It pays you to leave the scene! If you get caught, you won't get in anymore trouble had you stayed on scene and were found to be drunk. So the real question would be, why would you stay on scene? Just treat a human being like you would if you hit a raccoon - feel bad for a split second, hope there is no mess on your car, and keep on driving...
