State Disciplines Local Professionals

Disciplinary actions included four individuals from Bucks County.

On June 16, the Pennsylvania Department of State Bureau of Professional and Occupational Affairs announced it had taken recent disciplinary actions against 87 licensed or commissioned professionals and organizations including four individuals in Bucks County.

According to a release, the bureau’s 29 boards and commissions license and oversee more than 780,000 active professionals and businesses, including a range of occu tions in health and business-related fields.

Violations of the law or state regulations may result in disciplinary actions of civil penalties and the suspension or revocation of a license.

Sanctions in Bucks County included:

  • Board of Accountancy: Brett Kadesh, license no. CA051861 of Yardley, was ordered to pay a civil penalty of $600 and, within six months of the effective date of the Order, complete seven hours of continuing professional education in tax subjects because he failed to complete the requisite eight credit hours of continuing professional education in tax subjects during the biennial reporting period and failed to complete the requisite 20 credit hours of continuing professional education during the calendar year 2009 in the biennial period.
  • Secretary of the Commonwealth – Notaries Public: Jennifer M. Fornara, of Warminster, was disciplined and agreed to voluntarily surrender her notary commission for a minimum period of three years because she notarized the signatures of six individuals without requiring their personal appearance and failed to record three documents in her Notary Register.
  • Board of Nursing: Eileen Frederick, license no. RN206076L, of New Hope, had her license indefinitely suspended for at least three years, retroactive to January 15, 2009, based on findings she violated the terms of her VRP Agreement.
  • Real Estate Commission: Onyx Management Group Inc., license no. RB067002, Felix Portman, license nos. RM421528 and RM421596, and Mark Ronin, license nos. RM421384, RM419154 and RM421570, all of Feasterville, were ordered to jointly and severally pay a civil penalty in the amount of $6,000 because both Onyx Management Group Inc. and Felix Portman acted in the capacity of a real estate broker without the required license, and Mark Ronin failed to adequately supervise the activities of his licensed salesperson, Felix Portman. Furthermore, Mark Ronin and Felix Portman were found to have aided and abetted the unlicensed practice of real estate by Onyx Management Group Inc. as a real property management company from 2005 through September 20, 2009. In addition to the imposition of the aforementioned civil penalty, Mark Ronin has been ordered to attend and successfully complete at least 30 hours of remedial education on the topic of Real Estate Law for Brokers.
