This skewing of national prices started last week in California, the report states, when the average price for a gallon in that state hit $4.671. Low supplies, plus a power outage at an Exxon refinery prevented it from producing gas, caused that nearly 50-cent hike.

Crude oil prices, however, continues to drop as global demand weakens.
