Convicted Sex Offender Charged with Failure to Register

A Philadelphia man with a lifetime Megan's Law registration requirement failed to register with the Pennsylvania State Police, police allege.

A Philadelphia man convicted in 2000 of a sex crime involving a minor is behind bars for allegedly failing to register under Megan's Law. 

Francis Patrick Mooney, 32, of the 3200 block of Front Street, was arrested on Tuesday and charged with a felony count of failure to comply with registration of sexual offenders requirements; summary offenses of showing an out-of-state license while under suspension; and driving while operating privilege is suspended or revoked. 

According to a police affidavit of probable cause, Mooney arrived at the Trevose barracks of the Pennsylvania State Police on Tuesday to register, as is required for lifetime offenders under Megan's Law

Mooney showed a valid Wisconsin driver's license and told police that he moved back to Pennsylvania in the fall of 2012, according to court documents. 

Police verified that Mooney had a Pennsylvania driver's license, which is currently suspended because of driving under the influence, according to court records. 

While checking Mooney's information in the system, police said that Mooney, as a Tier III sex offender, is required to register quarterly with the Pennsylvania State Police. He allegedly failed to appear within his window of Oct. 22 through Oct. 31, according to court records. 

Mooney is being held at the Bucks County Correctional Facility in lieu of 10 percent of $50,000 bail. He awaits a preliminary hearing next week.
