Why the big difference with these 2 retail thefts?

That's what I want to know. Stealing is stealing!

Although the police didn't include specifics of the incidents, the difference could be the cost or value of the stolen items. Stealing more expensive or valuable items usually results in a higher charge. One of the women could have tried to steal something $50 or under, which is why she only received a citation. But if the other woman stole something worth hundreds or thousands of dollars, it could explain why she was sent to prison.
